Difference between a Brass and a Silver band?

Apart from the obvious!
I always associate silver bands with the Salvation Army and Brass bands with colliery bands. But apart from the materials the instruments are made of, is there any real difference - for example the composition of the band?

As far as I am aware the only differernce is that of the bleeding obvious. Although silver does seem to have a much softer tone than brass. As to composition of the band, forces vary from brass band to brass band and I guess historically this would be the case as you can only work with the instrumentalists you have in the local community.
